북미 교수 연구자 시국 선언

지난 11월 초 부터 시작된 여러 차례의 줌(Zoom)미팅과 구글 doc 을 이용한 공동 작업을 통해 시국 선언문이 완성되었다. 그리고, 일주일 동안 선언에 동참할 수 사람들 모았다. 우리 모임 중의 한 교수는 브루스 커밍스(Bruce Cumings) 와 존 던컨(John Duncan) 교수의 서명도 받았다. 2024년 11월 30일 까지 236 명이 서명에 참여했다.

이미 한국에서는 수천명의 교수 연구자, 천주교 사제단, 기타 다른 단체들이 ‘퇴진’, ‘하야’ 하라는 성명서를 냈다.

먼 이곳에서 할 수 있는 일이 많지 않기에, 작은 목소리지만 한국에서 노력하는 수많은 시민들을 응원할 수 있었으면 한다.

내가 대학을 다니던 시절을 돌이켜 보면, 신문을 통해서 접하는 수많은 대학교의 교수들의 이름 하나 하나가, 독재와 싸우고 민주주의 위해 헌신하는 많은 학생들과 운동가들에게 큰 희망과 용기를 주었던 것 같다. 이제는 다른 입장에서 내가, 우리가 힘을 보탤 수 있었으면 한다.

우리의 민주주의는 스스로 만들어 진 것이 아니다. 우리가 현재 누리고 있는 많은 것들은 앞서 노력한 수많은 이름 없는 사람들의 피땀을 통해얻은 성취물이다. 비록 우리가 얻어낸 성과물이 불완전할 지라도 현재와 그리고 후대 사람들의 많은 참여와 관심을 통해 좀 더 나은 민주주의를 얻기 위해 노력해야 할 것이다. 민주주의는 너무도 허약한 제도라는 것을 보아 왔기에.

주말마다 참여하는 시민들에게, 그리고 탄핵과 개헌을 위해 노력하고 있는 의원들에게 작은 힘이 되었으면 한다.

내년에는 새로운 대통령을 정말 보고 싶다.

역사를 거꾸로 돌리는 윤석열 대통령의 퇴진을 요구합니다

불행한 역사는 반복되는 것인가. 수많은 국민의 피와 땀으로 이룩한 대한민국의 민주주의가 지금, 벼랑 끝의 위기를 맞고 있다. 박근혜 정부의 국정농단과 그로 인한 탄핵의 아픔을 경험한 국민과 해외동포에게 또 다시 악몽과도 같은 시간이 도래했다. 윤석열 정부 2년 반 동안 민주주의와 협치는 사라지고, 사리사욕에 앞선 대통령과 주변 세력의 국정농단으로 민생이 파탄나고 모든 국민이 고통받고 있다.

대한민국 헌법 11조는 모든 국민은 법앞에 평등하다고 천명한다. 최고 권력자 혹은 그의 가족이란 이유 하나만으로 면책될 수 없고, 대통령 혹은 그 가족이라도 범법행위를 했다면 마땅히 수사받고 처벌받아야 한다.

하지만 윤석열 대통령은 한국 현대사에 기록될 25번의 거부권을 남발하였으며, 공익을 위해 사용되어야 할 대통령의 권한을 자신과 가족만을 위한 사익에 전용하여 민주주의의 기본 원칙을 부정했다.

또한 윤석열 정부는 국가를 위해 임무를 수행하다 희생된 채상병의 억울한 죽음의 원인을 밝히기는커녕, 이를 밝히려는 수사단장 박정훈 대령을 오히려 항명죄의 범죄자로 취급하여 기소하였다. 이뿐인가? 이태원에서 수백 명의 젊은이들이 목숨을 잃었는데, 10.29 참사의 진상규명은커녕 도의적 책임을 져야 마땅할 주무부처 장관이 대통령의 고교 후배라는 이유로 여전히 장관의 자리를 보전하고 있다. 10만 명의 인파를 예상했음에도 불구하고, 정부는 초기대응부터 수습까지 실패하고, 그 누구도 국민의 안전을 책임지지 않았다.

현 정부의 근거없는 의대정원 2,000명 증원으로 국민의 건강과 생명이 위협받고 있다. 대외적으로도 윤석열 정부는 자멸을 넘어 공멸의 길로 가고 있다. 민족의 화해와 공존을 책임져야 할 대통령이 우크라이나 참전이나 한반도 핵전쟁도 불사하는 듯한 발언으로 핵전쟁의 공포를 조장하고 있다. 핵전쟁은 민족의 공멸이다. 따라서, 해외 교수 및 연구자들은 국가의 안위, 국민의 안전과 재산을 책임지라고 위임한 권력을 오직 자신과 가족의 사익만을 위해 골몰하는 윤석열 대통령을 규탄하며, 비통한 심정으로 다음과 같이 요구한다.

하나. 대통령 윤석열은 거부권 행사를 중단하고, 아무런 조건 없이 민의의 대의기관인 국회의 특검법을 즉각 수용하라.

하나. 수사대상인 영부인 김건희는 국민 앞에 사죄하고 모든 국정개입을 중단하라.

하나. 대통령의 친위대로 전락한 정치 검찰은 통렬히 반성하고 국민의 검찰로 돌아오라.

하나. 대통령의 거부권 행사에 조력하는 국민의 힘은 국민 앞에 석고대죄 하라.

하나. 분단극복은 민족의 염원이다. 파탄 난 남북관계 개선을 위해 혼신의 노력을 경주하라.

비록 지금 우리는 해외에서 삶을 영위하고 있지만 지식인의 책무로서 조국의 정치파행과 퇴락을 결코 외면할 수 없다. 윤대통령은 4.19 의 이승만이 될 것인가? 2017 년의 박근혜가 될 것인가? 또 다시 시민의 힘으로 권력을 회수해야만 하겠는가? 도도히 흐르는 민심의 강물을 거스를 권력은 없다. 대통령 윤석열은 하야하라!

Statement by U.S.-based Scholars Calling for the Resignation of Yoon Suk Yeol,

President of the Republic of Korea

November 30, 2024

Does history repeat itself, yet again as tragedy? South Korea’s democracy, achieved through the decades-long struggle of the people, teeters now on the edge of a precipice. With the impeachment of Park Geun-hye still fresh in their memory, Koreans are once again living through the nightmare of a president who has turned the government into a playground of the unelected. In the two and half years of Yoon Suk Yeol’s presidency, democracy and consensus-building have disappeared, while lives have been lost and livelihoods endangered.

“All citizens shall be equal before the law,” declares Article 11 of the Constitution of the Republic of Korea. No one, not the head of state nor his family, is above the law. President Yoon has violated this fundamental principle of Korean democracy by using the presidential veto, which should be reserved for the public good, to shield himself and his family from justice. His twenty-five vetoes will go down in history as grievous examples of executive abuse. 

Meanwhile, the Yoon government has been guilty of gross negligence with respect to its paramount responsibility: protecting the lives of Korean citizens. Earlier this year, President Yoon blocked investigation into the drowning of Lance Corporal Chae Su-geun in the line of duty. Colonel Park Jung-hun, the top investigator who sought to bring those responsible for the young Marine’s death to account, now faces three years in military prison for insubordination. The families of the hundreds of youths who died in Itaewon in 2022 still await accounting of why the government failed to make preparations for the anticipated crowd of 100,000, why it failed to respond expeditiously to the disaster, and who is to blame for these failures. The Minister of Interior and Safety still remains in office today, his impunity assured by his personal ties to the President.  

The country’s healthcare system has been plunged into a crisis due to the Yoon administration’s haphazard increase of medical school admissions. In foreign affairs, the administration is steering the country onto a path of self-harm and mutual destruction. Instead of working toward reconciliation and peaceful coexistence of the Korean people, President Yoon stokes fears of an all-out nuclear war on the Korean peninsula with his ominous comments. Let there be no mistake about what a nuclear war on the Korean peninsula will bring—the obliteration of the Korean people.   

As scholars based in the U.S. concerned about Korea, we condemn President Yoon’s abuse of the powers that were entrusted in him to promote national security, public safety, and welfare of the citizenry. He has exercised these powers toward private ends. We therefore demand:

1.          that President Yoon desist from the indiscriminate exercise of presidential veto and execute without delay the Special Prosecutor Act passed by the National Assembly in their capacity as the elected representatives of Korean citizens;

2.          that First Lady Kim Keon-hee cease interfering in matters of state and issue a public apology for her actions;

3.          that Prosecution Service cease acting as the President’s “royal guard” and return to being accountable to the Korean citizenry;

4.          that People Power Party, beholden to the electorate, cease abetting the abuse of executive privilege through presidential vetoes;

5.          that the administration devote itself to the cause of securing an enduring peace on the Korean peninsula by overcoming division.

Will President Yoon choose to repeat the unhappy history of Syngman Rhee in 1960 and Park Geun-hye in 2017 by waiting until people, united, rise up and divest him of his power? Or will he recognize that no political authority can ultimately stand against the groundswell of popular will? Should the above demands fail to be met, we call on Yoon Suk Yeol to resign from the office of President.
